This is the default ruleset.
You should edit these rules to suit your exchange. Rules can be things like no porn, check with your host to make sure you can serve images without being hit with an anti-leech tool, and the like.
You may edit these rules by clicking the Edit Rules option in the phpBannerExchange 2.0 Administration Control Panel.
